Liverpool, Arsenal or elsewhere: Where could PSG’s Julian Draxler transfer?

Everyone who even nominally follows football knows that Barcelona have money to spend. A late-ish, big money, public transfer saga is awful for the selling club. It’s an easy recipe to get fleeced in any further deals.
Relatively speaking, the sky is falling down in Barcelona. There’s a huge hole on the left-wing that is currently primed to be filled with Gerard Deulofeu, a decent player but crashed out of Everton last season.
They’ve inexplicably spent some of the money on Paulinho, who Tottenham couldn’t get rid of quick enough.
For the fans, and maybe even their reputation, they must buy someone big this summer. They want Coutinho, but Liverpool continue to say they refuse to sell him, and have held firm despite a transfer request.
They went to Dortmund to buy Ousmane Dembele, and they can’t secure a deal as the winger is kicking up a fuss, not showing up to training or even communicating with the club.
If Draxler is available, he wouldn’t be the worst plan C.
Plus, playing with Leo Messi and Luis Suarez, a player needs not be quite the world beater that Neymar is. Draxler could get buy if he plays within himself, takes his chances and regularly moves the ball to two of the best players in the world.
